Gateway Protocols: Who Is Eligible for A2P SMS Provisioning on XI?
Eleven Solutions LLC (XI) does not provide click-to-approve or instant-activation SMS services. Our messaging infrastructure operates behind a strict, manual vetting gateway. We do not provision A2P (Application-to-Person) SMS capabilities for hobbyists, unverified sole proprietorships, or businesses lacking an established, audited corporate footprint.
To clear our network gatekeepers, your enterprise must satisfy multiple layers of legal, regulatory, and technical criteria. Failure to match even a single character across these tracking databases results in an immediate, non-negotiable rejection of your provisioning request.
Phase 1: Legal Identity Verification (EIN & Corporate Registration)
The Campaign Registry (TCR) and downstream mobile carriers require absolute cryptographic and legal transparency. To be eligible for SMS capability, your organization must be registered as a legitimate corporate entity (LLC, C-Corp, S-Corp, or registered Non-Profit).
We do not accept basic "vibe checks" or generic business names. Your registration must meet the following baseline constraints:
- IRS Matching: Your Legal Business Name and Employer Identification Number (EIN) must precisely match your IRS Form CP 575 or Letter 147C. If your IRS documentation reads "Alpha Ventures, LLC" and you register as "Alpha Ventures," the upstream vetting system triggers an automated mismatch rejection.
- DUNS & State Registry Real-Time Audit: Your entity must be active and in good standing with your state's Secretary of State database. Our automated compliance stack checks Dun & Bradstreet (DUNS) registries to verify operational status.
- Geographic Restrictions: Entities operating under unverified offshore shell structures or lacking a verified U.S./Canadian physical operational address are barred from provisioning 10DLC routes on our network.
Phase 2: Digital Footprint & Live Web Scrutiny
A business line cannot send text messages if it lacks an audited, compliant web presence. Anonymous operations are fundamentally incompatible with modern carrier networks. During review, your corporate website undergoes a rigorous manual and programmatic inspection.
The Absolute Filter: The SMS Privacy Policy Clause
Your website must feature a dedicated, publicly accessible Privacy Policy. This policy cannot be a generic template. It must contain explicit, standalone legal verbiage isolating SMS data from third-party distribution. If your policy does not mirror the following requirement, your campaign will be rejected by the carrier aggregators:
"Mobile information will not be shared with third parties/affiliates for marketing/promotional purposes. All the above categories exclude text messaging originator opt-in data and consent; this information will not be shared with any third parties."
Furthermore, your domain must operate on a secure, non-generic extension (e.g., no free hosting platforms or raw IP configurations), match your registered brand name, and feature functioning web forms that clearly indicate how user data is gathered.
Phase 3: Cryptographic Opt-In Architecture
Carriers demand verifiable proof of user consent. You cannot upload a cold list of leads purchased from a broker or scraped from a directory and route them through our SIP trunks. To achieve campaign approval, your customer onboarding pipeline must execute clear, un-checked consent mechanisms.
Required Technical Onboarding Artifacts
When submitting an application for SMS provisioning, your technical team must provide the following documentation:
- 1. UI/UX Screenshots:High-resolution visuals of the exact web form, checkout panel, or digital interface where end-users type their mobile numbers.
- 2. Immutable Consent Disclaimers:Proof that the web form includes explicit text stating: "By providing your number, you agree to receive promotional and transactional messages from [Company]. Msg & data rates may apply. Reply STOP to opt-out."
- 3. Absolute Prohibition of Pre-Checked Boxes:The opt-in checkbox must be blank by default. Forcing a user to uncheck a box to avoid messages is a direct violation of TCPA mandates and triggers an instant platform ban.
Phase 4: Non-Eligible Use Cases & Banned Industry Verticals
Even if your organization is a fully compliant LLC with clean documentation, specific high-risk commercial categories are banned at the network level by carrier downstream policies. Eleven Solutions enforces these carrier blocks immediately at our perimeter.
If your business strategy or operations involve any of the following fields, you are fundamentally **ineligible** for SMS access via XI:
| Banned Vertical | Technical Classification / Rationale | Network Status |
|---|---|---|
| High-Risk Finance | Payday loans, short-term high-interest lending, debt consolidation, cryptocurrency trading alerts, and foreclosure defense. | Absolute Block |
| Third-Party Lead Gen | Affiliate marketing schemes, shared lead aggregation platforms, and cross-brand promotional distribution. | Absolute Block |
| Unrestricted SHAFT | Sex, Alcohol, Firearms, Tobacco, and Cannabis marketing (regardless of localized state legality or licensing status). | Absolute Block |
| Work From Home | Job placement alerts from unverified agencies, multi-level marketing (MLM) loops, and "secret shopper" recruitment. | Absolute Block |
The Cost of Regulatory Vetting
Compliance is a continuous operational overhead expense. Clearing the gateway requires upfront and recurring registry fees determined by MNOs and The Campaign Registry. These tracking overhead fees include Brand registration costs, manual Campaign vetting reviews, and monthly maintenance fees per active campaign profile. These infrastructure compliance fees are separate from standard usage fees and are entirely non-refundable, regardless of whether downstream carrier analytics pass or reject your campaign architecture.
We build our telecom stack for enterprises that demand high delivery rates and unvetted route isolation. If your business possesses the required legal entity structure, auditable opt-in flows, and an unblemished brand history, you may initiate the validation sequence. Review our comprehensive Terms of Service and open a compliance ticket inside your management dashboard to begin corporate credential ingestion.
