Time Zone and Calling Hour Scheduling for Multi-Region Outbound Campaigns
Calling hour restrictions are among the most straightforward TCPA and international compliance requirements—and among the most consistently violated, because the enforcement burden is entirely on the calling party to determine the called party's local time. A contact list with phone numbers spanning all four US time zones, the UK, Australia, and Canada contains calling contacts whose allowable calling windows differ by up to 18 hours. Managing this manually is error-prone; platform-level enforcement based on area code or contact address data is the only reliable approach.
Calling Hour Requirements by Jurisdiction
- United States (FTC TSR): No calls before 8:00 AM or after 9:00 PM local time of the called party. The called party's local time zone is determined by area code for landlines; for mobile numbers, the area code may not reflect the subscriber's current location.
- Australia (ACMA): Residential: Monday–Friday 9:00 AM–8:00 PM local time; Saturday 9:00 AM–5:00 PM local time. No calls on Sundays or public holidays. Business: Monday–Friday 9:00 AM–5:00 PM local time.
- Canada (CRTC): Monday–Friday 9:00 AM–9:30 PM local time; Saturday 10:00 AM–6:00 PM local time. No calls on Sundays or national holidays (Canada Day, Christmas Day, Good Friday, New Year's Day, Labour Day, Remembrance Day, Thanksgiving, Victoria Day).
- United Kingdom (ICO guidance): No statutory hours, but ICO enforcement treats calls before 8:00 AM or after 9:00 PM as evidence of intent to harass. Treat these as hard limits.
Time Zone Complexity
"A single US contact list spans four time zones—and daylight saving time transitions shift those zones by an hour at different dates in different states."
US daylight saving time transitions occur on different dates than Canadian, Australian, and UK transitions—creating brief periods where your calling window calculation must account for temporary misalignments. Arizona does not observe DST. Indiana counties observe different time zones depending on their county. Platform-level time zone enforcement that updates for DST transitions automatically is essential for multi-region operations—manual spreadsheet-based calling hour management will eventually fail.
Calling Hour Enforcement
Automatic Calling Hour Enforcement Across All Jurisdictions
Eleven Solutions enforces calling hours at the platform level based on contact-level location data or area code mapping. Contacts outside the allowable calling window are automatically held and re-queued when their local time enters the calling window—no manual scheduling required.
